Plumbing Code Violations

NSW follows the Plumbing Code of Australia (PCA) for all plumbing and drainage work. The PCA is a mandatory standard for all plumbing and drainage work. According to the PCA, plumbing and drainage installations must be designed, built, installed, repaired or altered as well as maintained. For plumbers and drainers to be compliant with the PCA, there are two provisions. It is also possible for the work to be completed under the ‘Deemed to Satisfy’ provision, which means that it has been completed in accordance with AS/NZS 3500. The other type of performance-based provision is where the work (usually designed by a hydraulic engineer or consultant) meets or exceeds AS/NZS 3500 requirements.

The Plumbing Code of Australia (PCA) establishes performance standards for designing, building, installing, repairing, altering, and maintaining plumbing and drainage systems. It includes ‘Deemed-to-Satisfy’ provisions that make reference to the AS/NZS 3500 standards.
PCA requirements are satisfied when plumbing and drainage work is in compliance with AS/NZS 3500.

Code compliant work

Plumbing and drainage work must meet the PCA’s performance requirements in order to be code compliant. To comply with PCA performance requirements, you must:
a. Complying with the Deemed-to-satisfy provisions;
b. Formulating a Performance Solution; or c. A combination of (a) and (b).

Deemed-to-satisfy provisions (DTS)

Plumbing and drainage work, as well as materials and products, that comply with AS/NZS 3500, are Deemed-to-Satisfy (DTS) the performance requirements of the PCA. The majority of plumbing and/or drainage work will be installed under this method

Performance Solution 

Plumbing and drainage works can comply with the PCA by formulating a solution that meets its performance requirements (i.e. a Performance Solution). The Performance Solution must meet or exceed the requirements of AS/NZS 3500. 

Planning, research, and documentation are essential to the use of a Performance Solution. An applicant must comply with all parts of the PCA 

  Performance Solution must :

a. Comply with the performance requirements; or

b. Be shown to be at least equivalent to the DTS provisions

Materials and products used in a Performance Solution 

The Fair Trading Act requires that all materials and products intended for use in a Performance Solution must be certified and authorised before use or installation.  

Plumbing

Commercial and residential properties can both be subject to plumbing code violations, which are issued for a number of reasons. Building inspections, remodelling projects, and complaints pertaining to older buildings are typically where plumbing violation notices are received for commercial buildings. Plumbing renovations without a permit, illegal plumbing (such as certain drain pipes), and tenant/neighbour complaints are common violations for residential properties. Plumbing code violations do not necessarily indicate something wrong has been done. The majority of the population does not know what plumbing codes are. Gas Plumbing

With effect from January 1, 2019. As of 2018, Australian Standards AS/NZS 5601:2013 and AS/NZS 1596:2014 are referenced in the Gas and Electricity (Consumer Safety) Regulation 2018 and are enforced for Gas Installations and appliances in NSW.

Gas plumbing includes Gasfitting which involves work on a compressed natural gas container that is linked (or intended to be connected) to a gas installation (other than an autogas installation).

Installations for conveying or controlling gas, originating downstream from a gas supply point, are defined as any pipe or system of pipes (along with fittings, valves, etc.). This includes any flue downstream of a gas distribution line. Gas installation endpoints do not include anything else. A gas installation is also not included.

All gas-burning or gas using appliances are manufactured, adapted, or designed for connection to a gas installation, whether through a gas outlet socket or otherwise. The term refers to any type of liquefied petroleum gas dispenser, catalytic burner or vaporiser. Internal combustion engines integrated into or installed in vehicles, vessels, or machines do not qualify.

Roof Plumbing

 For new buildings or renovations requiring development approval, including compliance with the Environmental Planning and Assessment Act 1979, compliance with the Building Code of Australia (BCA) is required. Residential roof plumbing, including guttering, is considered residential building work under the 1989 Home Building Act. The BCA Specifically provides standards for the design and construction of downpipes and gutters and calls up the ASINZS 3500.
